Cannabis License
A new law enacted at the end of the 2023 legislative session legalizes adult–use cannabis in Minnesota and establishes a regulatory framework over the cannabis industry. The law establishes a new "Office of Cannabis Management” that will release applications, issue licenses, and develop regulations outlining how and when businesses can participate in the new adult-use industry in Minnesota. Over the coming months, the new state agency will develop the regulatory framework for legal adult cannabis, and establish processes and timelines to apply for licenses.

Contractor's License
Anyone applying for a building, plumbing or mechanical permit from the City of Hopkins must be licensed. The only exception is for building owners getting permits for their own property.

The activities or establishments listed require the General License Application, unless otherwise noted. Please fill it out completely and contact the City Clerk with questions.

Liquor License
Minnesota law requires all businesses or organizations selling or distributing beverages to have a valid liquor license.

Does My Business Need a License?
The City of Hopkins does not have a general business license, but requires businesses to register online. The City does, however, license some businesses and business activities. If additional licenses or permits are needed based upon the business registration, staff will contact you.
