New Townhome Development Proposed for Lot 800
Following a competitive Request for Proposals (RFP) process, the City of Hopkins is moving forward with a new housing proposal at Lot 800 (102 10th Avenue North). Issued in October 2024, the RFP invited developers to submit ideas for city-owned sites including 102 10th Avenue North. Three proposals were submitted for this property, and in February 2025, the City Council selected Kaleidoscope - Brighter Living LLC as the preferred developer.
About the Proposal
Kaleidoscope's plan includes 14 owner-occupied, 2.5-story townhomes designed with sustainability in mind. The homes will meet Department of Energy Zero Energy Ready Home (ZEHR) standards, be fully electric, and utilize a high-efficiency district heat pump system.
Next Steps
The City is entering into a Preliminary Development Agreement (PDA) with Kaleidoscope. This agreement:
- Grants exclusive development rights for up to 16 months
- Outlines a public review process, including a Planning & Zoning Commission concept review on July 22, 2025
- Requires a neighborhood meeting prior to the Planning & Zoning Commission meeting, which occurred on July 7, 2025 from 5:30-7 p.m. at the Hopkins Center for the Arts (1111 Mainstreet) in the Jaycees Studio
- Initiates environmental site assessment updates and financial analysis.
This current concept review phase allows for public input and Council feedback, with a final Purchase and Development Agreement expected by late 2025. Formal land use approvals would be required for the project to move forward.
