Safe Streets and Roads for All
The City of Hopkins is developing a comprehensive plan to reduce fatal and serious injury crashes for all road users traveling in Hopkins. The City received a Safe Streets and Roads for All grant from the Department of Transportation’s Federal Highway Administration to address roadway safety challenges. The City anticipates completing a Safe Streets and Roads for All Plan by fall 2027.
Request for Proposals
The City of Hopkins is seeking qualified professional transportation planning and engineering teams to develop a Safe Streets and Roads for All Plan. Review the Request for Proposals (PDF).
Proposals should in PDF format and submitted electronically to Associate Planner Sam Gallagher with the subject line “SS4A RFP Submission.” The deadline to submit an RFP is Friday, February 13, 2026, at 4:30 p.m. CST.
Questions regarding the RFP must be submitted in writing to Associate Planner Sam Gallagher with the subject line “SS4A RFP Q&A”. Written responses will be posted on the City’s website. No oral questions on the RFP will be accepted. The deadline for questions is Wednesday, January 21, 2026, at 4:30 p.m. CST.

About the Safe Streets and Roads for All Grant
The Safe Streets and Roads for All grant will allow the City to:
- Identify projects and policies to improve safe travel for people walking, biking, rolling, taking public transit and driving.
- Seek community input on challenges and opportunities for traveling safely in Hopkins.
- Update the City’s Pedestrian and Bicycle Plan.
- Create a Safe Routes to School Plan.
- Work towards zero traffic deaths and serious injuries for all roadways in the City of Hopkins.
